You don't know how many times I was told that, while inquiring, just as you are.
When I was on a Treasure Hunting Project, in the very South Bahamas, we were constantly harrassed by one. EVERY DAY, sometimes at 3 AM, hovering just above the ship, and blaring with loud speakers, to show ourselves.
Finally called their bluff, and all 9 of us showed up on deck with M-16's, and shotguns. Hollered to shoot or leave us the hell alone. We had documented permits with the Bahamian Govt. Board us or get lost.
Pretty much stopped all that crap.
They "Flex" their "Fluff", to intimidate you.
We also had someone hiding and took photos of this, in case we were boarded. We were NOT in US Territory. Think 20 miles from Cuba.
