Then again it's enirely possible that he could have used an EXAR XR2206. (Dave Lawton used a dual 555 setup.) That particular Function Generator IC is incredibly and wonderfully inexpensive and  will go from 1 HZ to 1 MHZ.  Pin #6 would be used to connect three capacitors thru a 3pole single throw rotary switch or equivalent.  Each cap would select a dual order.freq. range. I.e. #1:::::1 - 100HZ; #2:::::::100 to 10KHZ; and #3::::::: 10KHZ to 1MHZ.  The fine tuning control is connected thru a 100K ohm pot at pin#7.  I've got  atube full of these ICs sitting on my bench just waiting an application.  One of the many benefits of this function gen. is that the frequency does not change when adjusting the duty cycle.  It'll do Sine, Square, and Triangle waveforms.
I have a similar question re. Meyer's unit during freezing weather.  Where I live we can get some serious weather conditions with temps dipping to sub-zero at times.  With nothing running overnite how does he get the engine started from a non-running condition?  The whole works would have frozen solid.  Maybe he just keeps it running continuously in an idle mode.
