Suggest you ignore the " can't Bees " and look at the suggestions you may have not noticed. To improve your current or voltage in your cells someone suggested adding something to make the water rigid, ie. ice or gelatin or pectin. They also suggested that you use an applied force during the solidification process. As good as your getting now it might improve if you look at the suggestions? Have you applied a voltage to the water as it freezes? if the voltage/ current improves then something to solidify water while charged could be the very thing you need?

a young boy of 16 Patrick Flanagan invented a direct to brain connection device that bypassed any need for ears or thier aparatus. This means any deaf person could hear using the device. He is shown on the cover of Life or Look magazine showing 100 inventors of America around 1966 the Aug edition. I may have forgotten the correct year or month. His patent was siezed by the American Government for 20 + years by use of the National Security acts. He spent many years in court trying to get the right to build his patent. Spacing has to do with the idea that the machine is triggered by the magnets as well as using them for propulsion. That said timing the dual use of triggering and propulsion in connected circuits involves close tolerances in internal capacitance and resistance of the solid state devices for best performance or no performance at all. Your question on ou involves a lack of understanding that there are many forms of energy on the wires and you only measure one of them.
Some of the experimenters have used heat and a catalytist to create carbon monoxide in fuel reformation to create carbon fuels with a mixture of water and some carbon compounds. If you were able to use the ionizer and membrane and manage to use the side where the oh was produced it might readily combine with carbon compounds with little to no current flow. If your original idea to generate hydrogen as fuel is not as successful as you hope this might be a way to salvage the project. Always enjoy your experiments so please keep up the great work.
