A simple 20-25% saving can be done by a OPEN SOURCE basic booster system. Then add the co2 then add the hydrocarbons that could be reduced = public health. The only other modifications which are low cost and can cut the carbon foot print as or more significantly are are the Encopra,Retofit/SPAD (GEET variants are do now kits) and the GEET.
A friend in India recently told me that:
"I am right now in the state of Punjab in India, and there are millions of agricultural pumpsets using diesel and polluting. Since Power is in shortage, every business and household has his own 3/5 kw unit which create so much of noise and pollution that it is impossible to breathe."

I have been running straight water through the inlet manifold for a while now with the positive effect that I believe it has helped clean the cylinders. No change to fuel economy up or down and no - I haven't run my plugs with this mix! If you can, could you make up a gasoline water mix and re-run your experiment with the vapouriser please. I believe that the extra energy released from the gasoline vapour may have a positive effect on the water vapour. Add to the equation the water spark plug circuit and we could be on the money!

Cell must be away from engine block as you don't want electromagnetic mutual inductance from the cell to the engine

Mate if you have residual voltage form the cell, then perhaps people need to do load tests with other things to see how YOUR particular cell reacts? Is that possible? Given there are so many variables we don't know about the energy, it seems to me that there could be things around your shop like microwaves on or off? or any thing like that?
I know that some machinery effects it (i am told) perhaps its the environment around you
