This is a true capacitive transformer, and a very good idea.

Any idea where this went if anywhere? It's exactly what I've been currently working on. There is some strange things with capacitive transformers, they don't obey conventional electrodynamic theories for one.
Funny, I did not know this thread existed. I started on some research nearly identical to this, however instead of using multiple plates it was to test the displacement theory of current.

The circuits here are the same as what I've tried. running the neutral lead to the bridge puts the circuit into the mains circuit and as such will always see a load, so that amperage can get dangerous if not careful.

I was more interested in Psi charge fluctuations, Although the amperage I'm getting is low, it's not drawing from the circuit on the capacitor.

I want to make it solid state, cause would make at a certain frequency to use the effect more effectively at maybe millions times per second. It has to do with behavior of the electrons as waves. Standing waves. Meyer with his bifilar coils have done it. With his bifilar coils. My belief is that he used the bifilar to create resonance and to be able to couple only the capacitive side of the coils to the load, as one can be made to completely cancel the other inductance you could make the other to resonate with a capacitor and the electric field within the coils would move the electrons creating an electricity caused by the force of the electric fields on the electrons of the wire. On one side of the coil you will have 0 volts on the other you will have 40kv... he said he could do it capacitively in my understanding according to his writings.
He talked about dynamic coherent voltage something like that.

Basically adjusting the lengh of the coils you can find a variable relation of electro and magnetic fields.

You feed the load without loading the resonant tank.
Being new here I'm not aware of Meyer but from what you've posted I know what he's talking about. I posted something I came across in the shop the other day and from working on PM generators and antennae designs I'm finally getting what is going on. for yrs the std electrodynamic lessons I received only got in the way, recent research I've been doing based on questions that can not be answered by the accepted model are filling the gaps and showing that there is ALOT more to it.

you don't have to have rotating assemblies in fact I believe that only causes more trouble. vibrating the 'insulator' material to create the high potential then capturing it with the right antennae is all that is needed. After working on some ideas then the coils that Tesla used become antennae directly, if the charge is fed to the coil it doesn't work, however the coil will transmit the charge to the load wireless.
