If you want a PWM control you could build your own. Here is a circuit I designed to control the speed of a small DC motor. There is not much to it, but it works.
I had heard that using PWM on an HHO cell would increase its output, I sort of doubted that it would, but tried it anyway. It did not work, maximum cell output was with straight DC. If for some reason you want to cut back the output of the cell just reduce the voltage going to it. A simple way would be to put a rheostat or light bulb in series with it.
