Good News!

I chatted with a friend of mine who researched this as well.
He found out that the State of Illinois/Chicago deals with this issue in a much
simpler way:

Simply raise (or lower) the pH of your spent electrolyte to a neutral 7pH.
The Cr(VI) will change to a benign Cr(III)... TriValent Chromium
and precipitate out of solution as a flocculant (fluffy mush!)

This can be filtered off and disposed of as a Non Hazard material.

So... Ferrous Sulphate and Lime will render toxic Cr(VI) into benign Cr(III)!

I am researching whether Magnesium Sulfate would work as well,
if so,
everyone can easily obtain Epsom Salt from Wal Mart
and Lime from the Lumber Yard.
Yup.
A $20 test kit which confirms presence of Hexvalent Chromium in (any and all) electrolyte solutions running Stainless Steel electrodes.

Whether there's more from 304SS or less from 316L SS... I don't know..... it's toxic that's for sure as all SS electrodes (mostly the anode) will sacrifice into solution.

Concentration levels will obviously build up the longer you continue use of the same electrolyte solution and just keep "topping it off" with water.
