WFC design session v28: best candidate (Q=23.9, 30.3kHz)

Sweep: Attack 150 Td cold-window from the density side — cold low-ppm high-εr water pins f_r and raises N while wider gap/longer electrodes drop the field, co-swept with peak_v/duty for <200mA average draw.

At resonance f_r = 30.26kHz: Xl = 1255Ω, Xc = 1255Ω, tank Q = 23.9, coil Q = 73.7. Cell voltage 1434V from 60V drive (×23.9). Tank current 1.14A circulating (CW upper bound — rate wire/switch for this); average input 23mA at 2% duty. No hard violations (band, wire length, dielectric). Average current is scored, not gated. Score 0.695.
