WFC design session v24: best candidate (Q=38.9, 98.1kHz)

Sweep: Hunt the cell-voltage/Td sweet spot by pushing tank Q via surface treatment and temperature/chemistry around adopted #4 cell, testing whether higher cell voltage lights the vapor film without overshooting the 80-250 Td window.

Cell: 10mm rod in 22.0mm tube × 150mm, 1 cell(s) parallel → C_eff = 0.77nF, bulk water R = 84003Ω. Water/electrodes (Randles): 0.1ppm Na+ @ 40°C, surface ×1 → λ_D 242nm, C_dl 8.7µF, cell series R 52.3Ω, displacement current 97.6%, breakdown margin ×797. Vapor-film discharge (CGDE onset, 467V across 0.1mm film): regime sub-breakdown, film Paschen 719V, 186 Td — INSIDE the 3-6 eV cold-chemistry window. Chokes: 2 × 0.0017H (180 turns, AWG 18, 21m wire, AC R 0.8Ω each). At resonance f_r = 98.08kHz: Xl = 2095Ω, Xc = 2095Ω, tank Q = 38.9, coil Q = 1331.6. Cell voltage 467V from 12V drive (×38.9), series current 222.7mA. All constraints satisfied (current <1A, band, wire length). Score 0.584.
