WFC-as-DBD hypothesis: self-healing oxide on the excitor plates is the dielectric barrier; EPP restated in DBD language

Working hypothesis: the self-healing chromium-oxide passive layer on the stainless excitor plates/tubes (T304 documented "chemically inert to the Electrical Polarization Process" in the 423-DA test report) plays the dielectric-barrier role, making the water cell a displacement-only environment — i.e. my EPP is a water-phase DBD. Bond-breaking is then driven by the pulsed displacement field, not by electrode electron transfer. Engineering caveat I must keep honest: a natural passive film is only ~1-5nm and sustains a few volts before tunneling/leakage — the DBD analogy strengthens if the barrier is deliberately thickened or engineered (anodizing, coatings; possibly what my hi-K film emphasis on the 430F/430FR chokes and inert-surface emphasis were doing).
