Per claim 2, the capacitor (water dielectric) is subjected to a pulsating unipolar electric field whose polarity does not pass beyond an arbitrary ground; at the correct pulse frequency this induces resonance within the water molecule, and continued pulsing after resonance cascades the molecule's energy level in incremental steps, destabilizing the covalent H-O bonding until the field force exceeds the bonding force, liberating hydrogen and oxygen as elemental gases.
