VIC design session v99: best candidate (Q=8.8, 98.5kHz)

Sweep: Hold peakV modest (80-140V) but sweep a WIDER choke-inductance ladder above/below 581µH to move f_r off the water-branch-limited point and land Q in the 4-6 band from the inductance side, targeting V_cell~500V/200Td without the already-tried pure-detune-at-40-120V approach.

Cell: 15.9mm rod in 25.5mm tube × 127mm, 1 cell(s) parallel → C_eff = 1.19nF, bulk water R = 12152Ω. Water/electrodes (Randles): 2ppm Na+ @ 25°C, surface ×1 → λ_D 53nm, C_dl 51.2µF, cell series R 154.6Ω, displacement current 89.8%, breakdown margin ×326. Vapor-film discharge (CGDE onset, 879V across 0.1mm film): regime townsend-avalanche, film Paschen 719V, 350 Td. Per-molecule (series micro-capacitor chain): 17.78M molecules across 4.80mm → 49.44 µV/molecule (polarization (µV band)). Chokes: 2 × 0.0011H (20 turns, AWG 22, 2m wire, AC R 0.2Ω each). At resonance f_r = 98.53kHz: Xl = 1362Ω, Xc = 1362Ω, tank Q = 8.8, coil Q = 4162.1. Cell voltage 879V from 100V drive (×8.8). Tank current 0.65A circulating (CW upper bound — rate wire/switch for this); average input 19mA at 3% duty. No hard violations (band, wire length, dielectric). Average current is scored, not gated. Score 0.421.
