VIC design session v98: best candidate (Q=8.4, 94.3kHz)

Sweep: Fix the #1 cell; tune film Td into the 80-250 window by pairing a finer choke grid around 581µH (nudging Q) with a moderate low-voltage / low-duty drive tier that pulls V_cell down from the 321-Td townsend regime toward ~200 Td.

Cell: 15.9mm rod in 25.5mm tube × 127mm, 1 cell(s) parallel → C_eff = 1.19nF, bulk water R = 12152Ω. Water/electrodes (Randles): 2ppm Na+ @ 25°C, surface ×1 → λ_D 53nm, C_dl 51.2µF, cell series R 168.7Ω, displacement current 89.4%, breakdown margin ×341. Vapor-film discharge (CGDE onset, 842V across 0.1mm film): regime townsend-avalanche, film Paschen 719V, 336 Td. Per-molecule (series micro-capacitor chain): 17.78M molecules across 4.80mm → 47.36 µV/molecule (polarization (µV band)). Chokes: 2 × 0.0012H (20 turns, AWG 18, 2m wire, AC R 0.1Ω each). At resonance f_r = 94.28kHz: Xl = 1422Ω, Xc = 1422Ω, tank Q = 8.4, coil Q = 8268.7. Cell voltage 842V from 100V drive (×8.4). Tank current 0.59A circulating (CW upper bound — rate wire/switch for this); average input 12mA at 2% duty. No hard violations (band, wire length, dielectric). Average current is scored, not gated. Score 0.413.
