VIC design session v70: best candidate (Q=25.4, 303.9kHz)

Sweep: Fine grid around adopted 0.0001H/AWG18/220t best plus the unmapped 0.6-0.8mH gap between already-swept bands, to test whether coil Q and the 120 Td window survive as L climbs without re-running the 0.1-0.6 or 0.8-1.6mH regimes.

Cell: 18mm rod in 34.0mm tube × 25mm, 8 cell(s) parallel → C_eff = 1.37nF, bulk water R = 10389Ω. Water/electrodes (Randles): 2ppm Na+ @ 25°C, surface ×1 → λ_D 53nm, C_dl 97.0µF, cell series R 14.1Ω, displacement current 96.5%, breakdown margin ×1000+. Vapor-film discharge (CGDE onset, 305V across 0.1mm film): regime constants-out-of-range, film Paschen 719V, 122 Td — INSIDE the 3-6 eV cold-chemistry window. Per-molecule (series micro-capacitor chain): 29.63M molecules across 8.00mm → 10.29 µV/molecule (polarization (µV band)). Chokes: 2 × 0.0001H (180 turns, AWG 18, 21m wire, AC R 0.5Ω each). At resonance f_r = 303.89kHz: Xl = 382Ω, Xc = 382Ω, tank Q = 25.4, coil Q = 394.0. Cell voltage 305V from 12V drive (×25.4), series current 798.7mA. VIOLATIONS: resonance 303.9kHz outside practical 1-100kHz band Score 0.272.
