VIC design session v38: best candidate (Q=25.2, 303.9kHz)

Sweep: Bridge the untested 0.3-2mH gap between the crowned 0.1mH branch and the explored 2mH start to find buildable f_r (~90-290kHz falling toward band) that still holds ~250-300V film, sweeping turns/gauge to trade coil Q for voltage without touching already-mapped 2-10mH regions.

Cell: 18mm rod in 34.0mm tube × 25mm, 8 cell(s) parallel → C_eff = 1.37nF, bulk water R = 10389Ω. Water/electrodes (Randles): 2ppm Na+ @ 25°C, surface ×1 → λ_D 53nm, C_dl 97.0µF, cell series R 14.1Ω, displacement current 96.5%, breakdown margin ×1000+. Vapor-film discharge (CGDE onset, 303V across 0.1mm film): regime constants-out-of-range, film Paschen 719V, 121 Td — INSIDE the 3-6 eV cold-chemistry window. Per-molecule (series micro-capacitor chain): 29.63M molecules across 8.00mm → 10.22 µV/molecule (polarization (µV band)). Chokes: 2 × 0.0001H (200 turns, AWG 18, 24m wire, AC R 0.5Ω each). At resonance f_r = 303.89kHz: Xl = 382Ω, Xc = 382Ω, tank Q = 25.2, coil Q = 354.6. Cell voltage 303V from 12V drive (×25.2), series current 793.0mA. VIOLATIONS: resonance 303.9kHz outside practical 1-100kHz band Score 0.272.
