VIC design session v106: best candidate (Q=8.4, 99.8kHz)

Sweep: Drive V below 100V with low duty to walk vapor-film Td into 80-250 window while holding Faradaic leakage <10mA; higher-L AWG24 chokes pull f_r toward 55-75kHz for magnification.

Cell: 12mm rod in 16.4mm tube × 100mm, 1 cell(s) parallel → C_eff = 1.41nF, bulk water R = 10206Ω. Water/electrodes (Randles): 2ppm Na+ @ 25°C, surface ×1 → λ_D 53nm, C_dl 28.6µF, cell series R 126.5Ω, displacement current 89.9%, breakdown margin ×175. Fig-8 voltammetry (4,798,661): τ_EDL 291402.2µs (29093.9 carrier cycles to charge), Faradaic leakage at peak 163.8mA (leak score 0.39 — keep amp leakage inhibited while voltage climbs the ladder). Vapor-film discharge (CGDE onset, 753V across 0.1mm film): regime townsend-avalanche, film Paschen 719V, 300 Td. Per-molecule (series micro-capacitor chain): 8.15M molecules across 2.20mm → 92.36 µV/molecule (polarization (µV band)). Chokes: 2 × 0.0009H (520 turns, AWG 22, 62m wire, AC R 4.3Ω each). At resonance f_r = 99.84kHz: Xl = 1129Ω, Xc = 1129Ω, tank Q = 8.4, coil Q = 132.3. Cell voltage 753V from 90V drive (×8.4). Tank current 0.67A circulating (CW upper bound — rate wire/switch for this); average input 13mA at 2% duty. No hard violations (band, wire length, dielectric). Average current is scored, not gated. Score 0.426.
