Stainless steel choke's resistive valve plus inductance field opposes electron movement
The resistive valve of the stainless steel wire-coil (56/57) combined with its inductance-generated electromagnetic field (62) of Figure (19) opposes electron movement: the dielectric valve of the wire-coils inhibits electron exchange while the generated inductance field locks onto the electrons' electromagnetic field.
