Excess energy emits as radiant thermal heat when the atom returns to equilibrium as voltage collapses to 0V

The additive/surplus energy is emitted from the excited atoms as radiant thermal heat energy (item 165) when the flexed atoms return to stable atomic equilibrium once the applied electrical pulse-voltage waveform (952-953 or 954-956) is switched off and permitted to collapse back to electrical ground state of zero volts (0V).
